Pillar Contractor to improve the efficiency of wastewater treatment facilities in Sigulda

January 27, 2026

SIA Pillar Contractor, in cooperation with SIA ĢL Konsultants, will carry out capacity expansion and modernisation works at the municipal wastewater treatment facilities in Sigulda. To implement the project, a contract was signed on 12 January between the client, SIA Saltavots, and the supplier consortium ĢL-PILLAR, comprising both project partners.

Under the contract, the scope of works includes the development of a construction design, execution of construction works, and provision of author’s supervision. As a result of the project, the following will be implemented:

  • construction of a second technological wastewater treatment line;
  • reconstruction of units within the existing wastewater treatment line and replacement of equipment;
  • installation of two wastewater sludge treatment units;
  • modernisation of the automated control system of the wastewater treatment facilities.

The planned measures are expected to increase wastewater treatment efficiency and reduce nitrogen and phosphorus concentrations in treated effluent. The installation of sludge dewatering equipment will improve sludge dewatering efficiency, reducing the volume of sludge requiring disposal and lowering greenhouse gas emissions.

The works stipulated in the contract are scheduled for completion by 30 October 2028. The contract value (excluding VAT) for the first year of implementation amounts to EUR 5,183,333. In the second and third years of contract execution, the costs related to construction works and author’s supervision will be recalculated in accordance with cost indices published by the Central Statistical Bureau.

 The contract is being implemented within the framework of the European Regional Development Fund–supported project “Improving the operational efficiency of the wastewater treatment facilities of the city of Sigulda”, No. 2.2.1.1/1/24/A/007. The total eligible costs of the project amount to EUR 6,561,918.20, of which European Regional Development Fund financing constitutes 53.34% (not exceeding EUR 3,500,000), and SIA Saltavots financing amounts to 46.66%, no less than EUR 3,061,918.20.
